NOC ISSUE

Can anybody tell whether we will have to produce NOC certificate (in case a candidate is already on goct sector/PSU etc )at the time of Interview or in case of selection?
anyone who can clarify this would highmy be appriciated.
Or if anyone is having 'RAS-2008 Notification' pdf file please provide the link to view the same.
